Why Is Deleting a Few Unwanted PDF Pages So Annoying?

Here is the small PDF problem that somehow wastes too much time.

I downloaded a useful document, but the first three pages were ads and two blank scanned pages were sitting in the middle. Printing it would waste paper, and sending it to someone else looked unprofessional. I only wanted to remove those pages.

Then the usual tools got annoying. One editor wanted a paid plan before saving. Another exported with a huge watermark. Another asked me to create an account before I could even finish.
